ホガースは近代英国絵画の創始者。主に版画で活躍。17世紀オランダ風俗画の伝統を継承しつつも、登場人物の視線を交錯させたり、顔の表情に劇的効果を与えることによって画面に生気をもたらし、勤勉を尊ぶ資本主義勃興期の市民階級の倫理観に根ざした、新しい風俗画を確立した。「ロンドンの街でよく見かける哀れな動物たちの残虐行為をやめさせることができればと思うのだが、といって、あまり強い表現もできない。石のように冷酷な心を持った人々が、かえってこの版画に刺激されるかもしれないからだ」。ホガースは制作意図をこのように述べている。主人公はトム・ネロ。この姓は残酷で有名なローマ皇帝から採られている。第3図「残酷の完成」辻強盗となったトムは、召し使いのアン・ジルと謀って女主人から金品を盗み出していたが、良心の呵責に堪えかねたアンと仲違いし、殺してしまう。（出典: 平成6年度新収作品 [配布資料]. 国立西洋美術館, 1995. より一部引用）
